Planted in April. Has stayed green but never flowered. I water it consistently, it is in full sun and has yet to show any blooms. Very disappointed!

I love the flowers on this bush! Pure white and blossoms like crazy. Very easy to keep under control. Although I bought it because of the flowers, the other most important thing to me was that it was supposed to be beautifully scented. It has no scent. Can anyone tell me why?
